Two months after the InformationWeek convention, on December 9, 2010, the chief information officer of the United States, Vivek Kundra, released a sweeping plan for overhauling the way in which the federal government buys and manages information know-how. The centerpiece of the plan was the adoption, effective immediately, of what Kundra termed a ???cloud first policy.
